Invitation of LOI to conduct Skill Development Training

Under the ADB Loan No 3012 NEP (SF), SASEC Road Connectivity Project (SRCP), Social and Health Awareness, Livelihood Enhancement and Biodiversity Conservation Activity, Integrated Development Society Nepal hereby invites Letter of Intent (LOI) from qualified Technical Training Institute to conduct Skill Development Training for 70 participants from project districts. The project is being implemented in Nadaha (EWH)- Koshibridge (Chatara)- Rupnagar (EWH), covering Saptari, Udaypur and Sunsari districts. Main objective of the training is to enhance entrepreneurship of project effected households for their livelihood development through enterprises in the local area. There are four entrepreneurship development training to be conducted. Duration of each training is given in the TOR. Training to be conducted in Nepali language. Interested organizations can contact to SASEC/ IDS-N through email (srcp.ids@gmail.com) or download from website (http://www.idsnepal.org/opportunity/career) or collect printed copy from Project Office, Fattepur from March 16 to 23, 2018. The interested firms shall submit the printed copy of technical and financial proposal in separate envelope of each training clearly indicating “Technical Proposal for …….. (name of training)” and “Financial Proposal for ……(name of training)” respectively, and both envelope should be enclosed in a single envelope, marking “Expression of interest for Skill Development Training”, in the given below address. Please also write the name and address of your organization in the envelope. Deadline for submission of LOI is March 30, 2018, by 4.30 PM.

BACKGROUND

The South Asia Sub-regional Economic Cooperation (SASEC) Road Connectivity Project (SRCP) is upgrading East-West Highway(EWH)- Koshi Bridge-East West Highway (EWH) in Sunsari, Udayapur and Saptari districts. The Project is implemented by Project Directorate (ADB), Department of Road (DOR) and assisted by Construction Supervision Consultant (CSC). Asian Development Bank (ADB) has provided the fund composed of loan and grant, for financing the SRCP. In accordance with ADB guidelines and Project Administration Manual (PAM) of the project, the DOR intends to apply a portion of the proceeds to engage a national level NGO to provide supporting services for carrying out community based preventative awareness campaign to mitigate and minimize community health, social and environmental problems due to project implementation. The goal is developing eco-friendly conservation and development community working in an inclusive, responsible and sustainable manner. In KTWR areas the traditional means of local community is mostly forest and grazing land based both of which will be disturbed. The construction activities of a major road will increase socioeconomic activities bringing in development dividends or benefits and undesired social ills, environment degradation, air and water pollution and health challenges such as HIV AIDS, STD among the roadside communities. IDS Nepal, the NGO’s mission therefore will be to work `in an integrated, holistic, participatory and inter-disciplinary manner with all the key stakeholders in the KTWR reserve buffer zone as well as road corridor for achieving a common goal of developing eco-friendly conservation and development community working in an inclusive, responsible and sustainable manner’.

Skill development training is meant for enhancing capacity of women, men and marginalized people for through micro-enterprises development.

PURPOSE OF THE ASSIGNMENT

Skill Development Training is targeted to the poor, women and excluded groups people from effected community of the project area. Participants are identified from Janajati, Dalit and marginalized group. Main objective of the training is to develop entrepreneurship on different skill development sectors. In this regard, IDS Nepal is seeking to hire competent technical agencies to conduct training. Summary of skill development training is as follows-

SCOPE OF WORK

The Consultant will complete the given assignment as per the scope of work given below:

  • The Consultant will access and select the training venue in coordination with IDS Nepal. The training will be conducted by the Consultant in Project area. However, IDS Nepal may check the quality of the training infrastructure.
  • The Consultant will provide training to 70 persons.
  • The Consultant will provide certificate to participants after successful completion of training. The design of the certificate will be finalized with consent of IDS Nepal.
  • The Consultant should provide resource persons as per training. These resource persons must be certified trainers to conduct the CTEVT recognized training package on mentioned packages. The Consultant needs to provide the proof of such certification.
  • The Consultant will provide all logistic support (training materials, field support, teaching material, hands out, tools) required for the training.
  • The Consultant will provide food, lodging, travel allowance to participants as per SASEC/ IDS agreement.
  • The Consultant will submit Training Completion Report of all trainings after completion of each training.

1. EVALUATION CRITERIA FOR SELECTION OF ORGANIZATIONS/ FIRMS

The interested firms shall submit the technical and financial proposal in separate envelope.

I. Technical Proposal (80% weightage)

This evaluation criterion is regarding providing Services as Training Service Provider to provide trainings to the trainees from Project districts of Saptari, Udayapur and Sunsari. All the institutions will be evaluated based on management and technical competencies. Weightage for management competence is 25% and technical competence is 75%. Financial proposal of only institutions who will score 75% marks in technical proposal will be opened. The individual criteria considered for the evaluation of technical proposal and maximum score assigned to them are as follows:

a. MANAGEMENT COMPETENCE

Under this criterion the firm(s) will be evaluated on the basis of their response to the questionnaire Included in EOI forms regarding the firm’s management competence. Capability of physical logistics will be verified for evaluation purpose.

b. TECHNICAL COMPETENCE AND EXPERIENCE

Under this criterion the firms’ experience mainly in training sector will be considered. Similarly, the firm(s) will be evaluated on the basis of their competence in delivery of training programs and specifically in conducting training programs of similar trades and level as that currently planned. The overall weightage assigned to each sub criteria as follows:

II. Financial Proposal (20% weightage)

Only those firms who passes the technical score of 75%, will considered for financial proposal. The lowest cost will get the score of 100% in financial proposal and others will be rated on pro-rata basis.

III. Combined Technical and Financial Evaluation

The total score is calculated by weighting the technical and financial scores and adding them. The technical and financial score weightage will be 80% and 20% respectively. The Consultant achieving the highest combined technical and financial score will be selected.

2. METHODOLOGY

  • The Consultant will develop and submit proposal to IDS Nepal within the deadline. IDS Nepal may request the revision of proposal if necessary.
  • IDS Nepal will identify the participants of the skill development training in close coordination with CSC, CLC, BZMC.
  • The Consultant will start the preparatory work immediately after the agreement between the Consultant and IDS Nepal.
  • The Consultant will train 70 persons for various skill development trainings.
  • The Consultant will provide per head training cost (including transportation cost) and breakdown of it.
  • The Consultant will provide final reports to IDS Nepal after completion of event.

3. OUTPUTS/ DELIVERABLES

  • Total 70 persons from project districts will be trained on above mentioned training based on the curriculum recognized by the CTEVT and other concerned departments.
  • Final Completion Report in both hard and e-copy.
  • Profile report- a report consolidating the profiles of the trained entrepreneurs. This should be provided both in hard and e-copy.
  • Identity the top 10 best trainees among them from each training types.
  • Simple business plan of each trainee will be developed.

4. TIMEFRAME AND ESTIMATED WORKING DAYS

The assignment is expected to start from first week of March 2018 and it is expected that all trainings will be completed within the last week of April 2018.

TSP will be required to provide skills development training for 70 trainees.

5. QUALIFICATION AND EXPERIENCE OF THE CONSULTING FIRM

  • Registered Firm/company
  • VAT Registered
  • Tax clearance certificate.
  • Experience on vocational trainings working with Government, Bilateral/Multilateral and International NGOs.
  • Experience on Skill development trainings mentioned above
  • Priority will be given to the firm recognized by CTEVT.

6. SUPERVISION (COMMISSIONING MANAGER)

IDS Nepal assigns Social Mobilizers for the supervision of the training.

7. COST AND PAYMENT

The payment will be made on 2 installments based on the agreement. First installment of payment (50%) will be done upon submission of detailed work plan approved by TL after agreement signed and Final installment of payment (50%) will be done after incorporating comments in the report.

8. TERMS OF REFERENCE OF TRAINERS

The general terms of reference of trainers detailing the qualification, experience of individual member as well as tasks to be performed in overall context of the assignment are presented hereunder.

Qualification and Experience:

The expected qualification and skills of trainer for skill development trainings are:

  • The Trainer shall have a qualification of Diploma in related subject of the training or equivalent in related field
  • The candidate successfully completed ToT will be given preference.
  • S/he shall have preferably 3 years’ experience as a trainer and preferably conducted training programs or events as a trainer.
  • S/he shall have previous experience of working in multi-disciplinary team, good, communicative instruction skills.
